2 Huziak, Richard 2010-01-08 02:42 UTC NSV 14388 should be identified with VSX J230055.9+524719 = GSC 3985-0585. VSX/GCVS indicate spectral type M6 for both stars. Mag range for VSX J230055.9+524719 is 9 - 9.4R1 (Nicholson) and NSV 14388 is 12.5 - 13.5p (from orig. ref.). Original position of NSV 14388 was 22 54.5 +52 0 (B1855.0), when precessed becomes 23 00 48.09 +52 46 39.2 (J2000.0). VSX J230055.9+524719 is at 23 00 55.90 +52 47 19.6 (J2000.0). Current GCVS position (Jan /10) for NSV 14388 is 23 00 51.0 +52 46 07, pretty well identical with the VSX star's position. The residual is small enough to ignore when all data on spectral type, magnitude and the original imprecise coordinates are considered. Position corrected, type and range corrected.
